THE BASICS

What Is the Oregon Health Plan?

The Oregon Health Plan (OHP) is Oregon’s Medicaid program. It’s free health coverage for people who qualify based on income and other rules. Most members get their care through a coordinated care organization (CCO), a local plan that brings together medical, dental, and behavioral health care.

There are two main programs for adults:

OHP Plus

The traditional program for lower incomes.

OHP Bridge

A newer program for adults whose income is a bit too high for OHP Plus.

INCOME LIMITS

OHP Income Limits

These are the yearly income ranges Oregon lists for adults. They apply through February 2027, and Oregon updates them each year.

You may also see the OHP Plus limit listed as 138% of the poverty level. It is the same rule. Medicaid sets aside an amount of income equal to 5% of the poverty level before it counts yours, so the working limit is about $1,836 a month for one person. If your income is close to the line, apply anyway and let Oregon do the math.

Household sizeOHP Plus (up to 133% of poverty level)OHP Bridge (133% to 200%)
1Up to $21,228$21,228 to $31,920
2Up to $28,788$28,788 to $43,280
3Up to $36,336$36,336 to $54,640
4Up to $43,896$43,896 to $66,000

Children and pregnant people have different income limits. If that’s you or someone in your household, check with OHP.

OHP BRIDGE

What Is OHP Bridge?

OHP Bridge is for adults with income just above the OHP Plus limit. To qualify, you must:

  • ✓ Be an adult under 65
  • ✓ Have income between 133% and 200% of the federal poverty level
  • ✓ Not have access to affordable health insurance
  • ✓ Have an eligible citizenship or immigration status

OHP Bridge covers medical, dental, and behavioral health care, plus extras like rides to medical appointments. Like OHP Plus, it has no member costs. It doesn’t cover long-term services and supports or housing and nutrition benefits.

APPLYING

How to Apply for OHP

You can apply through Oregon’s ONE system, the state’s online application for OHP and other benefits. Oregon’s Marketplace application can also send you to OHP if your income qualifies.

Earn Too Much for OHP? Here's What's Next

If your income is above 200% of the poverty level, you won’t qualify for OHP or OHP Bridge, but you may qualify for a subsidy on a Marketplace plan. For 2027 coverage, subsidies are available to households earning up to 400% of the poverty level (up to $63,840 for one person). Here’s how subsidies work and how the Oregon Marketplace works.

MEDICARE + OHP

Have Medicare Too?

If you qualify for both Medicare and OHP, Medicare is your main coverage. OHP can help pay Medicare premiums, deductibles, and coinsurance, and covers some things Medicare doesn’t, like dental care and rides to appointments. See Medicare in Oregon.
