Your Ways to Get Covered in Oregon
Which path fits you mostly comes down to income and whether you have job-based coverage.
| Option | Who it’s for | What you pay |
|---|---|---|
| Oregon Health Plan (OHP Plus) | Adults with income up to 133% of the federal poverty level (about $21,228 a year for one person) | No cost |
| OHP Bridge | Adults under 65 earning 133% to 200% of the poverty level ($21,228 to $31,920 for one person) without access to affordable coverage | No cost |
| Marketplace plan with a subsidy | Household income from 100% to 400% of the poverty level (up to $63,840 for one person for 2027 coverage) | A share of income, depending on the plan you pick |
| Marketplace plan at full price | Income above 400% of the poverty level, or not eligible for a subsidy | Full premium |
| Job-based coverage | You or your spouse get it through work | Set by the employer |

How Much Does Health Insurance Cost in Oregon?
Here’s a real example from Oregon’s insurance regulator. These are the 2027 full prices for a 40-year-old on a Silver plan in Portland, before any subsidy:
| Insurer | 2027 monthly premium (40-year-old, Portland, Silver, full price) |
|---|---|
| Kaiser Permanente | $599 |
| Moda Health | $706 |
| Regence BlueCross BlueShield | $708 |
| BridgeSpan | $734 |
Your price depends on your age, where you live, the plan level, and whether you qualify for a subsidy. Many people pay far less than these numbers once a subsidy kicks in.

What's Changing for 2027
Fewer insurers.
Providence and PacificSource are leaving Oregon’s individual market. BridgeSpan, Kaiser, Moda, and Regence remain, and every county has 2 to 4 of them.
Higher rates.
Oregon approved individual-market increases averaging 21.6%.
A new website.
Oregon is leaving HealthCare.gov for its own Marketplace, Explore Health, with enrollment starting November 1, 2026.
Smaller subsidies, and a hard cutoff.
The extra federal subsidies from 2021 to 2025 have expired. Under current law, households earning more than 400% of the poverty level get no subsidy at all. Here’s what that means for you.
Which Health Insurance Company Is Best in Oregon?
There isn’t one best company. The right one depends on which doctors and hospitals are in its network, how it covers your prescriptions, and what it costs in your county. Since only 2 to 4 insurers sell individual plans in each Oregon county for 2027, comparing them side by side doesn’t take long, especially with help.
